CELIB is a dll library that is used for many of Rainer's ports (not only Tcl/Tk?/CE, but also VimCE?, Maxima and all other ports, which are done this way).

When using ported binaries, you need to copy celib.dll to windows directory.

In order to rebuild Perl or Tcl/Tk?, you need include files of CELIB, and these include files come with source distribution of CELIB.
